വിപണിയായി സര്‍ക്കാര്‍
സര്‍ക്കാരിന് വിപണനം നടത്തുന്ന (B2G) സ്റ്റാര്‍ട്ടപ്പുകളുടെ വികാസത്തിന് കളമൊരുക്കുന്നതിന് പ്രധനപ്പെട്ട നടപടികള്‍ കേരളം സ്വീകരിച്ചിട്ടുണ്ട്. ഇന്ത്യയില്‍ ആദ്യമായി സര്‍ക്കാര്‍ വകുപ്പുകള്‍ക്ക് സ്റ്റാര്‍ട്ടപ്പില്‍ നിന്നും നേരിട്ട് വാങ്ങുന്നതിനുളള അനുമതി കേരള സംസ്ഥാന സര്‍ക്കാര്‍ നല്‍കിയിട്ടുണ്ട്. സ്റ്റാര്‍ട്ടപ്പുകളില്‍ നിന്നും പൊതു സംഭരണം എന്നത് 2017 ലെ വിവര സാങ്കേതിക വിദ്യാ നയത്തില്‍ ഉള്‍പ്പെടുത്തിയിരുന്നതും അതനനുസരിച്ചാണ് മേല്‍ പറഞ്ഞ അനുമതി നല്‍കിയിട്ടുളളതും. സര്‍ക്കാര്‍ വകുപ്പുകളും ഏജന്‍സികളും സ്റ്റാര്‍ട്ടപ്പുകളില്‍ നിന്നും നേരിട്ട് സംഭരിക്കല്‍ സ്വമേധയോ വിജയകരമായി നടപ്പിലാക്കിയ സംസ്ഥാനമാണ് കേരളം. ഇത് പൊതു സംഭരണ വിഭാഗത്തില്‍ ഏറ്റവും നല്ലതെന്ന് DPIIT യുടെ സംസ്ഥാന സ്റ്റാര്‍ട്ടപ്പ് റാംങ്കിംഗില്‍ തെരഞ്ഞെടുത്ത ഒന്നായി മാറി സ്റ്റാര്‍ട്ടപ്പ് ഉല്‍പ്പന്നങ്ങള്‍ ആദ്യ കാലത്ത് ഉള്‍ക്കൊളളുന്ന സംസ്ഥാനമായി കേരളം മാറി.

നൂതനമായ സ്റ്റാര്‍ട്ടപ്പ് ഉല്പന്നങ്ങള്‍ ഉല്‍ക്കൊണ്ട സര്‍ക്കാര്‍ വകുപ്പുകളെ സ്റ്റാര്‍ട്ടപ്പുകളുമായി ബന്ധപ്പെടാന്‍ പ്രോത്സാഹിപ്പിക്കുകയും ചെയ്തു. പദ്ധതി നടത്തിപ്പിനായി കേരള സര്‍ക്കാര്‍ വിവിധ ഉത്തരവുകള്‍ പുറപ്പെടുവിക്കുകയും പദ്ധതി വിജയകരമായി നടപ്പിലാക്കുകയും ചെയ്തു.

1. പൊതു ടെന്‍ഡറുകളില്‍ പങ്കെടുക്കുന്നതിന് സ്റ്റാര്‍ട്ടപ്പുകള്‍ക്ക് ഇളവുകള്‍ 
a) ടെന്‍ഡര്‍ ഫീ, EMD, എന്നിവ ഒഴിവാക്കി
b) മുന്‍ പരിചയവും വരുമാനവും ഒഴിവാക്കി

 2.  നേരിട്ടുളള സംഭരണം
GST കണക്കാക്കാതെ 20 ലക്ഷം രൂപ വരെയുളള ഉല്പന്നങ്ങള്‍ സ്റ്റാര്‍ട്ടപ്പുകളില്‍ നിന്നും നേരിട്ടു സംഭരിക്കുവാന്‍ സര്‍ക്കാര്‍ വകുപ്പുകള്‍ക്കും ഏജന്‍സികള്‍ക്കും അനുമതി നല്‍കി 04.08.2017 ലെ G.O (Ms) 19/2017/ITD നമ്പര്‍ ഉത്തരവ് സംസ്ഥാന സര്‍ക്കാര്‍ പുറപ്പെടുവിച്ചിട്ടുണ്ട്.
3.  ലിമിറ്റഡ് ടെന്‍ഡര്‍ നടപടി
സര്‍ക്കാര്‍ വകുപ്പുകള്‍, ബോര്‍ഡുകള്‍, കോര്‍പ്പറേഷനുകള്‍ തുടങ്ങിയവക്ക് 100 ലക്ഷം രൂപ വരെയുളള ഉല്പന്നങ്ങള്‍ കേരള സ്റ്റാര്‍ട്ടപ്പ് മിഷനില്‍ രജിസ്റ്റര്‍ ചെയ്ത സ്റ്റാര്‍ട്ടപ്പുകളില്‍ നിന്നും ലിമിറ്റ‍ഡ് ടെന്‍ഡറായി സംഭരിക്കുന്നതിന് അനുമതി നല്‍കി കേരള സര്‍ക്കാര്‍ ഉത്തരവ് പുറപ്പെടുവിച്ചിട്ടുണ്ട്.

Process of Scheme

Direct Procurement

A department may receive a proposal or may identify a product from a startup that is relevant for its use and would be interested in purchasing the same.

Eligibility Criteria
  • A startup legally registered with KSUM unique ID
Benefits of Scheme
  • Relaxation for Startups in Participating in Public Tenders
a. Relaxation in Tender Fee and Earnest Money Deposit

  • Direct Procurement
a. Government of Kerala has sanctioned permission to Government Departments to purchase product from Startups registered with Kerala Startup Mission directly upto Rs 20 Lakhs exclusive of GST without any tendering process subject to approval by the
technical committee constituted as per the GO (Ms) No 19/2017/ITD dt 04.08.2017.
  •  Limited Tender Process
a. Government of Kerala has sanctioned permission for Government Departments, Boards, PSUs, Corporations etc to procure IT products upto a value of Rs 100 Lakhs through a
limited tender process i.e limited to startups registered under Kerala Startup Mission
Outcome of Scheme
The scheme has evolved since it's inception in  2017 and has been recognized by Startup India as one of the unique programs for startup. The direct procurement model is one of its kind in the country and is now made available for Departments to procure for a value up to Rs 20 Lakhs.
